Job Description

Job Title: Director of Security, School Safety, and Emergency Preparedness

Qualifications:The person in this position should have the following credentials:

1. Bachelor’s degree or higher (preferred but not required) in Criminal Justice, Business Management, Public Administration, Emergency Management, or similar field

2. Prior experience in one or more of the following; law enforcement, fire safety and intrusion, emergency management, or security required

3. A combination of experience and education

4. Supervisory experience preferred

5. Have knowledge and experience working with law enforcement agencies

6. Have excellent integrity and demonstrate good moral character and initiative

7. Exhibit a personality that demonstrates interpersonal skills to relate well with students, staff, and administration

8. CPR/First Aid/AED certified

9. Meet such alternatives to the above qualifications as the Superintendent and/or immediate supervisor may find appropriate and acceptable

10. Demonstrate the ability to communicate effectively in English, both orally and in writing, using proper grammar and vocabulary

11. Must reside within a 30-minute drive to the center of the county in ordinary traffic conditions

Reports To:

This person reports directly to the Executive Director of Student Services

Supervises:

Coordinator of Security, Coordinator of School Safety and Emergency Preparedness.

Job Goal:

To enhance student learning by creating and maintaining a safe and secure learning environment in Greenville County Schools and support the efforts to protect students, staff, and all Greenville County School District facilities and grounds twenty-four hours a day, seven days a week. Coordinates safety planning and practice to support academic processes of each school by creatively implementing best practices in safety, security and emergency preparedness with proper adaptation to the environment, creativity and innovation so the process of education can be enhanced rather than impeded by safety efforts.

Performance Responsibilities:

1. In collaboration with Human Resources, recruit, employ and train all security personnel

2. Schedule and assign security personnel to manage routine operations and emergency situations.

3. Develop operational procedures to guide personnel in the performance of their duties.

4. Establish clear lines of accountability and command within the school security.

5. Coordinate cooperation with local and outside agencies as required

6. Communicate effectively with Law Enforcement, Fire Marshals, School level personnel, and other district level personnel

7. Collaborates with other agencies for the purpose of communicating and or receiving information regarding situations that may affect safety within the school environment.

8. Assists Executive Director of Student Services as liaison between school district and local law enforcement agencies to monitor the daily operation of district wide School Resource Officers and other law enforcement related issues.

9. Assist with internal investigations involving students and/or personnel in compliance with state/federal law and accordance with Greenville Count School District board policy.

10. Administer, direct, and provide oversight of the security department’s budget and finances.

11. Display the highest ethical and professional behavior in working with students, parents, school personnel, and outside agencies associated with the school.

12. Periodically conduct quality control of work performed under your supervision ensuring that all work is done at locations in a timely, efficient, and correct manner up to and including working at locations and assisting with inspections.

13. Supervise the District UL certified central monitoring station, all dispatchers/monitors, and provide oversight of UL certifications.

14. Oversight of all building security and A/V activities including the installation and servicing of both fire, intrusion alarm systems, intercoms, camera systems, card access systems, etc.

15. Oversight and supervision of GCSD Promethean panel replacement project

16. Participate in appropriate in-service and workshop programs and attend departmental meetings as required and/or as necessary

17. Protect confidentiality of records and information about staff, and use discretion when sharing any such information within legal confines.

18. Provide oversight of GCSD Life safety systems including all fire and burglar alarm systems and technology.

19. Responsible for oversight, implementing plans, and programs with processes to designate personnel to meet inspection goals for fire suppression. Supervise and ensure inspection teams and contractors deliver timely inspection schedules, reports, and repairs in accordance with the educational day. Ensure contractual obligations are fulfilled in a timely matter with the goal of increasing effectiveness and efficiency.

20. Oversight and responsibility to maintain all suppression hood systems within the district to include all maintenance, repairs, installations, and reporting as guided by the NFPA.

21. Oversight and Supervision of the Fire Suppression Systems (Sprinklers/Fire Extinguishers) within the district to include all maintenance, repairs, installations, and reporting as guided by the NFPA.

22. Serve as a member of the District Emergency Response and Inclement Weather Teams (DERT, ICE) ensuring all Security employees are prepared for drills, emergency events, and properly carry out their responsibilities.

23. Establish and assist in maintaining a district-wide security/safety program, including but not limited to: building/maintaining safety and surveillance systems; visitor registration and identification procedures; assist with emergency plans for evacuations, lock downs, and other crisis.

24. Schedule outside contractors for new installation or repairs on all systems under the scope of the Director of Security’s supervision.

25. Responsible for direct supervision of and coordination of the Greenville County School District’s Mobile Command Center. (Maintenance, coordination of arrival, operation, and dispatch)

26. Respond to after hour emergencies

27. Assess and report intrusion and fire alarms as necessary.

28. Supervision and oversight of the school districts armed guard budget, contract, and services through American Security Services.

29. Schedule contract security services including security patrols, standing guards, and other required services.

30. Supervise and provide oversight of all access control devices, RFID readers, and identification access cards/badges throughout the GCSD including; assignment, access times, activation, and termination of all employee, contractor, and volunteer controlled identification access cards/badges.

31. Supervise and provide oversight of the District’s Lock & Key department including supervision of 2 locksmiths and the following inclusions of this department: Doors, Closures, Locks, Keys, issuance, and accountability recordings of all keys district wide.

32. In coordination with GCSD Facilities Department and SCDOT implement strategies for better traffic flow, traffic patterns, and implementation of signage, traffic control devices, crossing guards, and/or law enforcement to ensure the highest safety for all students and staff.

33. Provide Supervision, Direction and Oversight of the Greenville County School District’s Gaggle Alert Program and protocol. Including imminent and non-imminent threats.

34. Subject to 24/7 after hour’s calls.

35. Perform other related duties as assigned

Terms of Employment:

Twelve months (245 days), Grade D ($84,580 - $135,883)

Performance of this job will be evaluated by the Executive Director of Student Services
